Manfred Hiemer (Munich, 1961 – 29 July 2023) was a German rally co-driver. He had already contested World Rally Championship events by the late 1980s and later formed a successful partnership with Erwin Weber. Together they became German champions in 1991 and European Rally Champions in 1992.

During the 1990s Hiemer was involved in SEAT's rally programme and later became Armin Schwarz's co-driver in the works Škoda team. With Schwarz in a Škoda Octavia WRC he finished third overall on the 2001 Safari Rally, Škoda's first podium in the top category of the World Rally Championship.
