Philippe Bugalski (12 June 1963 – 10 August 2012) was a French rally driver. He began competing in 1982 in a Volkswagen Golf GTI and made his World Rally Championship debut on the 1984 Monte Carlo Rally. He later spent a long period with Renault, driving models including the Clio Maxi and Mégane Maxi, with which he won the 1996 Tour de Corse.

In 1998 he joined Citroën. He became French rally champion in 1998, 1999 and 2000 and in 1999 achieved his two outright WRC victories, in Catalunya and Corsica, driving the Citroën Xsara Kit Car. He also took part in the development of Citroën's rally programmes. He died in 2012 following a domestic accident.
